“The private provision of common
pools: the case of electrical vehicle recharging infrastructure”
Abstract: In the past 120 years, electrical
vehicle markets have emerged and died on several occasions. While the origins
of these failures are multiple, the non-emergence of available and accessible
recharging infrastructure for off-grid electrical transport has been a
recurring bottleneck for electrical vehicles to spread as a technology. With
current increased pressure on automakers to develop electrical cars, the
question therefore still remains "who will develop the recharging
infrastructure for EV recharging"? We explore this question using a
combination of the theory of economic goods and sociological theories of market
emergence. Our analysis provides a framework for the development of industry
shared resources, which currently has been focused mostly on upstream R&D
or industry-wide standard-setting processes and does not include the
development of shared complementary assets.
